  Vision Mission and Strategies 

The 5-Year Action Plan (2023–2027) of the Department of Community Development was developed in accordance with the Royal Decree on the Principles and Methods of Good Governance (B.E. 2546) and its amendments (No. 2) B.E. 2562, which requires government agencies to prepare a 5-year and annual action plan that aligns with the National Strategy, the Master Plan, the National Reform Plan, the National Economic and Social Development Plan, the policies of the Cabinet presented to the Parliament, and other relevant plans. This alignment ensures a unified force driving towards the achievement of the National Strategy's goals and sustainable development.

The Department of Community Development has considered the current situation, the national development environment, the impacts of the COVID-19 pandemic, and global megatrends that affect both the department and communities in the country. These factors were used to formulate the action plan to ensure alignment with the National Strategy, the Master Plan under the National Strategy, the National Reform Plan, the National Economic and Social Development Plan, national security policies, and other relevant plans. Additionally, an analysis of internal and external factors of the organization was conducted to set the direction for community development efforts over the next five years (2023–2027). This serves as a framework and guide for driving the implementation of government policies, departmental missions, and local-level activities effectively and efficiently, ensuring alignment and tangible outcomes in the development process

  Mission

1. Strengthen communities to have the ability to manage and be self-reliant sustainably.
2. Promote and enhance the grassroots economy to build stability in the lives of citizens and communities.
3. Build collaboration and promote the role of the community development network to elevate community development work, gaining recognition both domestically and internationally.
4. Develop the organization to be modern, highly competent, and governed with integrity, with personnel who have strong ideals and expertise in community development.

  Key Objectives
1. Communities have the capacity to manage and develop themselves towards sustainable strength.
2. The grassroots economy is stable, with people in the community having jobs, occupations, income, and a good quality of life.
3. The community development network can drive communities towards strength and foster collaborative connections both domestically and internationally.
4. The Department of Community Development is an organization with good governance, high performance, modernity, with personnel who have strong ideals and expertise in community development.

The 5-Year Action Plan (2023–2027) of the Department of Community Development outlines goals, performance indicators, development guidelines, as well as measures and strategies for driving community development under four key areas:

  1. Strengthening Communities for Sustainable Self-Management: Enhance the ability of communities to manage and support themselves towards long-term sustainability.

  2. Promoting and Enhancing the Stability of the Grassroots Economy: Improve the stability and resilience of local economies to ensure economic well-being at the community level.

  3. Building Collaboration and Promoting the Role of the Community Development Network, Both Domestically and Internationally: Foster partnerships and collaborative efforts in community development within and beyond the country.

  4. Developing the Organization to Be Modern, Highly Competent, and Governed with Integrity: Ensure the department is a highly efficient, modern organization with skilled personnel who have strong values and expertise in community development.
